As Picture It! was rebranded as Microsoft Digital Image in 2003 to be entirely focussed on Photo Editing and then discontinued by Microsoft in 2006 shortly after the release of Windows Vista, I doubt that there are many in the current Windows Development Team that have even heard of it!
